Butler County has informed us that due to equipment issues, they have to postpone the chip seal by at least one week. As soon as we get a new date, we will let you know.
August 5th, 2021 –
Butler County will be doing the chip seal either on 8/16/2021 (Monday) or 8/17/2021, depending on when they can get the equipment onsite (barring any weather, equipment issues, etc.). It will take one day to complete all the roads and you should be prepared to be homebound or find other ways of getting to your destination while your road is closed.
The schedule is to do the roads in the following order:
- 180th from Meadowlark to Hillwood
- Prairie Creek from 180th to 160th
- 160th from the end of the current chip seal to the railroad (just east of Meadowlark)

September 18th, 2020 Update – Unfortunately, due to weather and scheduling conflicts with Butler county, we will not be doing any chip sealing of roads this year. A contract with Butler County will be signed between the Board and Butler County to get the following roads done in the 2021 summer time:
– 180th from Hillwood addition to Indianola Meadowlark
– Prairie Creek from 160th to 180th
– 160th from electric plant (where current chip seal ends) to railroad tracks going east
160th from Prairie Creek to Evergy power plant will get a layer of asphalt over the current chip seal. This should begin next week (9/21/2020) and take ~2 days to complete. They will NOT close the road during the laying of asphalt. One lane will be opened at all times.
August 20th, 2020 Update – The board approved a resolution to engage Butler County for the 2020 chip seal. The following roads has been picked to be done:
– 180th from Hillwood addition to Indianola Meadowlark
– Prairie Creek from 160th to 180th
– Add an additional layer to (Reseal) 160th from Prairie Creek to Evergy power plant
The projected start date is the beginning to mid-September. Weather permitting.

September 9th, 2019 Update — Well, there’s good news and “less good” news. The good news is that the chip sealing is done on 140th St and on Prairie Creek in preparation for the detour coming in 2020. Those of you traveling those roads please be gentle on them as they continue to harden and pack in.
The less good news is that Butler County is in the middle of a contract with the State of Kansas to build another detour around a bridge that is being repaired in Leon. The original deadline for Butler building this was October 1st, which is how we got our timeslot for chip sealing with Butler.
Butler received an update late last week from KDOT that the deadline to build the Leon detour had been moved up to Sept 16th. This has required Butler to delay chip sealing 170th and Hillwood until the week of Sept 16th.
Current Status is — Butler is currently working in Leon and trying to finish their work this week, early next week at latest. APAC will come back for 1-2 days next week to do final retouching on 170th. Butler should start their chip sealing mid to late next week. All signs point to us still getting this done this month.
We ran into this same issue when we chip sealed in 2017 with APAC. KDOT is a much bigger fish than Pleasant Township obviously, so when push comes to shove we get moved further down the line.
Thank you for your patience!
September 3rd, 2019 Update — Butler County has said they will start chip sealing tomorrow, Sept 4th. They have another township that they are working on also down here in the south western part of the county. They will be here late morning or early afternoon and will do a first coat on 140th St and Prairie Creek. They will come back on Thursday and do the second coats on those same roads.
This Friday is the final Friday that Butler is doing their “summer Fridays off”, so as of now they are planning on first coats of chip seal next Monday, Sept 9th, for 170th St and Hillwood. They will finish up with their second coats on Tuesday, Sept 10th.
Thank you for your patience!
August 28th, 2019 Update — APAC is 90% complete with their prep work on 140th and Prairie Creek. With the pending weather and the holiday weekend, we’ve decided to delay the chip seal into next week. Butler County is in agreement because in their words, “They’re buying those roads from us for a year”. Like us, they want to make sure they’re 100% ready. We’ll keep plugging away and it’ll be a great result!
August 23rd, 2019 Update — I have some good news for our citizens which is not so good for me. I have to apologize that I got my contractors crossed and Butler County does NOT put down a prime coat of oil and haven’t for the last 5 years. They literally chip seal around 100 miles a year around the county (part of why we chose them) and have had success not putting it down.
SO YOUR ROAD WILL NOT BE TOTALLY CLOSED !! (Emphasis on the word totally)
There will be periods where local traffic only will be allowed, in single lane travel, as the heavy equipment is working on the roads. PLEASE BE RESPECTFUL of all the workers! Drive slowly and carefully and watch for directions!
I had an update meeting Wednesday afternoon with Butler County and APAC. I have to emphasize that ALL of the following timelines are WEATHER PERMITTING !!
APAC will start doing final road building on 140th St (starting at Butler Rd) and Prairie Creek starting this coming Monday 8/26. This will take a couple of days. Butler County will come next Thursday 8/29 to start the chip seal process. Butler County may get their first coat down on 140th on Thurs 8/29 and POSSIBLY be back on Fri 8/30 to finish with their second coat of chip seal. During the summer months, Butler County Public Works doesn’t actually work on Fridays, but we’re trying to work something out.
The Labor Day weekend, 8/31 – 9/2, will not have workers present. PLEASE, PLEASE, PLEASE be gentle on any chip seal or newly built roads!
Tuesday, 9/3, work will resume wherever it got left off – finishing 140th and Prairie Creek or moving on to 170th and Hillwood addition. There is potential to have the whole project done by Friday 9/6.
I will send another update next week as we see how the work progresses.
Thank you for your patience and understanding and again, very sorry for the misinformation initially!

July 22nd, 2019 Update — As the rains have FINALLY let up we are full steam ahead on prepping our chip seal roads. The two sections initially chosen by the township were 140th St from Butler Rd to Prairie Creek and 170th from Prairie Creek going east for 3/4 mile (not all the way to Meadowlark because of the constant flooding of the eastern end of 170th there.)
We’ve had an opportunity presented to us that the Board felt we couldn’t pass up. We’ve hired Butler County to do the chip seal for us and they approached the township about using township roads for a detour for their 2020 roundabout project. They will be installing a roundabout at 150th and Butler Rd in late spring/early summer of 2020. In exchange for using some of our roads for their detour they will chip seal 140th (that we chose) and Prairie Creek (from 140th to 150th) for FREE and maintain them and the rest of the detour route throughout their project.
The detour route (headed north out of Rose Hill) will be 160th from Butler Rd to Prairie Creek, Prairie Creek for 2 miles heading north to 140th, then 140th from Prairie Creek back west to Butler Road.
Some IMPORTANT information for those of you who live or travel on a road that will be newly chip sealed. We are shooting for late August of this year to chip seal. We have hired APAC to do the final road prep of adding material, grading, watering, rolling and packing the road to make it ready for chip sealing. We have been installing culverts, cutting back trees, digging out ditches and building up some of the road sections. When chip seal day comes there will be a 16 hour period when the roads will be closed to ALL driving.
I’ll repeat – Butler County will put down a coat of priming oil as the start of the chip seal process. This prime oil CANNOT be driven on for 16 hours! The road will be CLOSED TO ALL DRIVING FOR 16 HOURS!
We will do our absolute best to give you as much notice of this period as we can!
The process continues with a double coat of chip & seal and it will be able to be driven on almost immediately after installation of the double coat.
Your patience and flexibility will be rewarded by having a very nice road to drive on !
Please remember, the slower, smoother and most gentle you can drive on your road – the longer it will last!
Thank you for your patience and cooperation!
February 20th, 2019 Update — We are 90% plus of the way to making the decision as to which road(s) to chip seal this summer (2019). Traffic numbers have been studied, roads have been examined for readiness. We’re pushing to make the final decision before the March 2019 meeting.
Thank you for your patience !
— 2018 —
June 14th, 2018 Update — With the opportunity that came up to do our neighborhood millings project at a much reduced price point we have put the actual chip sealing on the roads on hold for 2018. We will continue the traffic counting and choose the mile or miles that we’ll prep during this year. We’ll let the mile or miles sit, settle and harden and plan to do the chip seal top coat in summer of 2019.
— 2017 —
November 16th, 2017 Update — Our Chip Seal Project continues with preparations being made for 2018;
Road counters are being put out through-out the township while we examine road composition, ditch and tree readiness. We are watching oil and rock prices closely for value and we have gotten quotes from APAC for chip sealing 1 or 2 miles in the summer of 2018. (as always, weather and APAC’s schedule permitting)
July 17th, 2017 — Thank you very much for your patience while the Chip Seal Project went on !
We are committed to the long term condition of your roads. There are a couple of current situations that we have taken advantage of and have chip sealed 3.25 miles of township road in June of 2017.
Oil Prices- When the chip seal contracts were signed in 2016, oil prices were at multi-year lows. This has brought chip seal prices down 30% from even just six to nine months prior. Oil prices are still reasonable and are being analyzed for potential further improvements.
Road Counters- In order to make an equitable decision on “Which Roads to Chip Seal?” we instituted a road counter project to count the traffic on our township roads. Each mile (of the 70 miles maintained in the twp) got two different places analyzed for three days each. We had three counters spread throughout the township.
SAFETY NOTE: PLEASE SLOW DOWN! We have had a dozen readings of vehicles driving between 70 and 93 MPH on our GRAVEL roads !
( Side Note: Unfortunately, the Township has no authority to install or change speed limit signs and must petition Butler County to have this done. Further, the only legal authority for stopping speeders rests with the Butler County Sheriff’s Office.)
Road Composition- Starting with the roads with the highest traffic counts, we studied which roads were closest to being ready to chip seal. This analysis took into account how much road base and sub base had been established, condition of existing ditches, potential culvert or tree issues, and the cost to make each road “chip seal ready”.
Snow / Rain Routes- We continue to work closely with the City of Rose Hill Police & Fire Departments to coordinate our road clearing efforts to maximize safety for all.
Thank you for your patience while we work on this longer term aspect of our ongoing road maintenance.
